Andrew Pappas is a nimble advocate and trusted counselor whose practice focuses on appeals, complex commercial disputes, and governmental and regulatory matters.

Before joining Osborn Maledon, Andrew served as general counsel of the Arizona House of Representatives, where he was the principal legal advisor to the Speaker and members of the majority caucus. In that capacity, Andrew provided legal, policy, and strategic advice on a vast range of issues, with a particular focus on elections, redistricting, and public records law. Additionally, Andrew managed and provided counsel on ethics complaints and investigations and represented the Speaker regarding testimony before the U.S. House Select Committee to Investigate the January 6th Attack on the U.S. Capitol.

Andrew previously served as deputy solicitor general in the Arizona Attorney General’s Office. There he represented the State of Arizona, officials, and agencies in constitutional, elections, federalism, employment, and other matters before trial and appellate courts.

Andrew began his career at Gibson, Dunn & Crutcher LLP in Los Angeles. Over nearly eight years at Gibson Dunn, Andrew litigated a wide array of commercial, employment, public-entity, Indian law, and other civil disputes, with an emphasis on critical motions, appeals, and class actions.

Andrew serves on the board of the Phoenix lawyers’ chapter of the Federalist Society and is a fellow of the Civil Society Fellowship, a partnership of the Anti-Defamation League and the Aspen Institute. He and his family attend Holy Trinity Greek Orthodox Cathedral in Phoenix. He speaks Spanish and some Greek.
