He attended public schools there and graduated from Durham High School. At Durham High he was co-captain of the varsity basketball team and member of the school’s track team. He graduated as a member of the Math and Latin National Honor Societies. Charles attended Haverford College in Haverford, Pennsylvania. There he was a member of the college’s basketball team and contributor to the college’s newspaper. He graduated cum laude with a B.A. in English. After graduating from Haverford, Charles worked as a Press Aide to Congressman John Conyers, Jr. (D-MI). Charles prepared news releases, coordinated press conferences and broadcasted radio statements for the Congressman on a variety of political issues. He also assisted the Congressman with an article on the United States’ foreign policy toward South Africa that was published in a national magazine. Following his work on the Hill, Charles returned home to attend the University of North Carolina School of Law at Chapel Hill. There he was a member of the Moor Court Competition team that placed first place in oral advocacy and second for best brief. His team represented the School in the national Moot Court Competition. Charles also served as managing editor of the School’s Journal of International Law and Commercial Regulation. He was admitted to the North Carolina bar following graduation. Charles’s first job after finishing law school was with the Office of the Chief Counsel, Internal Revenue Service, Washington, D.C. There he served as senior advisor in the Interpretative Division and later in the International Division. Charles updated the International Division’s manual on information gathering abroad and counseled the competent authority on a variety of issues. Charles devised the IRS’s winning argument in two cases decided by the United States Supreme Court and twice received the Chief Counsel’s Award for Outstanding Performance. Prior to opening his own practice, Charles served as Corporate Counsel to National Loan Servicing Center (“NLS”), a servicer of federal loans and asset manager for the Resolution Trust Corporation. He managed a staff of 75 persons in the Legal Department and Asset Management Department. Charles also received the company’s annual award for Most Outstanding Officer.
