He has resolved construction matters through litigation, arbitration and mediation in the five-county Philadelphia area, the United States District Court for the Eastern District of Pennsylvania, the Third Circuit Court of Appeals, and New Jersey State and Federal courts.
Carter can efficiently analyze complex matters and synthesize information into strategy and action plans. He possesses a keen ability to identify problems and craft compelling arguments to successfully resolve issues. His excellent communication skills give him the ability to explain difficult concepts and prosecute or defend a position in any legal or non-legal forum.
Prior to Horn Williamson, LLC, Carter gained extensive experience performing as in-house counsel for general contractors. In that capacity he skillfully negotiated construction contracts with owners and subcontractors collectively valued in excess of $350M. In addition, he counseled contractors on daily operational and legal matters, including subcontractor pre-qualification, risk assessment, claims analysis, and mitigation of subcontractor defaults.
