Ms. Ferron has served in responsible positions of public trust (Assistant United States Attorney for Washington, D.C., and middle District of Louisiana, as well as Subcommittee Counsel for Senator Carl Levin [D. MI]), as regulatory counsel to governmental and quasi-governmental entities, and as regulatory and corporate counsel for “Fortune 500” companies.
Ms. Ferron is a seasoned employment law attorney with a fifteen (15) year track record in Federal civilian employment law matters, fourteen (14) of which were spent working on behalf of Federal civilian agencies and quasi-governmental entities. In that time and in private practice, she handled matters before the Equal Employment Opportunity Commission (EEOC), the Merit Systems Protection Board (MSPB) and the Office of Special Counsel (OSC); and provided advice to Federal civilian agencies on matters that included disciplinary and performance questions.
Ms. Ferron is also steeped in rate and tariff law. She served as Assistant General Counsel, Office of the General Counsel, The Detroit Edison Company, a multi-billion dollar investor-owned regulated utility for Southeastern Michigan (1981-1983), and later as Assistant General Counsel, Office of the General Counsel, Potomac Electric Power Company, Washington, DC (1985 - August 1989). While with PEPCO, Ms. Ferron litigated regulatory and rate cases in electric utility law, and rate/tariff increase applications and defended company in rate investigations before the District of Columbia and Maryland Public Service Commissions. She advised management on rate case litigation strategies, devised trial strategies and managed the complete lifecycle of cases from judgment to settlement. Some of her notable accomplishments there include
- Prevailing as part of litigation team in a major Rate case resulting in millions of dollars in increased revenue for the company.
- Successfully settling a protracted civil case averting several multimillion-dollar judgments in a personal injury case involving gas explosion.
- Developing and drafting contracts and consumer product documents used in energy efficiency rebates promoting energy efficiency and “green” energy use.
Ms. Ferron gained additional litigation experience while Assistant U.S. Attorney with the United States Department Of Justice (Washington, DC and Baton Rouge, Louisiana). Ms. Ferron prosecuted hundreds of cases and held a more than 95% win record; was appointed the Leading Prosecutor during divisional rotations; successfully prosecuted a major bank and wire fraud case that prevented future losses; successfully prosecuted multimillion-dollar drug-trafficking and RICO cases involving multi-ton shipments of cocaine from South America; and trained and supervised incoming Assistant U.S. Attorneys in case evaluations, management, litigation strategies and trial preparation and practice.
In private practice represented client in major highway and rezoning project litigation (including issues related to environmental justice), developed successful legal strategies for transportation funding for public mass transit clients, including drafting legislation focused on private user and public carrier route usage fees, and liaised with the USDOT, FHWA and legislative bodies on matters related to local and federal transportation funding, and commerce clause issues.
Ms. Ferron earned her J.D. from Howard University School of Law, and a Bachelor of Science (w/Honors) (Sociology and Political Science) from the University of Toronto, Victoria College/Andrews University.
Ms. Ferron is a member of the District of Columbia Bar and the Bar of the State of Michigan (inactive).
