- He has worked on conceptualizing and drafting a number of laws and regulations dealing with incentives for the development of the Tourism industry such as the The Tourism Industry Support Act of 2016, the Puerto Rico Development Act of 1993, the Timeshare and Vacation Club Act of 1988 and the Tourism Development Act of 2010
