- In 2008, Governor Corzine appointed Helen to serve on the New Jersey Health Information Technology Commission (NJHITC) as the “attorney practicing in this State with demonstrated [experience] in health privacy law issues.” In 2010, she was reappointed to the NJHITC by Governor Chris Christie and also served as Chair of the Privacy and Security Committee for the NJHIT Coordinator, Ms. Colleen Woods
- Helen has made substantial contributions to moving HIE forward for stakeholders in the state by completing complex legal and policy analyses surrounding patient consent issues
- Her works include the “Report to the HIT Coordinator Regarding Developing and Implementing a Legal Framework for Private and Secure Health Information Exchange in New Jersey”, and the “Analysis of Selected New Jersey Confidentiality and Patient Approval Regulations”
- As a trusted advisor, Helen now represents some of the most cutting edge and sophisticated HIEs, RHIOs and ACOs in the nation, and assists them with strategic legal planning, preparing key legal documents needed for HIE, including trust agreements, licensing contracts, policies, compliance materials, as well as navigating around fraud and abuse laws, and other legal issues
