- Mr. Kagan and his family are residents of Annapolis and he is active in the community serving as a member of the Ethics Commission for Anne Arundel County, the Anne Arundel County Advisory Board to BB&T Bank, and a past member of the Board of Directors of the Annapolis Symphony Orchestra
- Mr. Kagan also serves as co-chair of the Chesapeake Bay Foundation’s largest annual fundraiser, Bands in the Sand, held every June in Annapolis
- He is the former Vice Chairman of the Ethics Commission for the City of Annapolis (2009-2013)
