- At the FTC, he led government cases that led to groundbreaking settlement wins for American consumers, including: • An investigation into an online gaming company
- It allegedly violated children’s privacy and used unfair and deceptive sales tactics to sell expensive “loot boxes” to children and teenagers
- This resulted in a $20 million settlement and a court order requiring that company to make major changes to its business. • An investigation into a home improvement finance company
- Its workforce allegedly deceived consumers and used high-pressure sales tactics, or even forgery, to place liens on consumers’ homes without their informed consent
- The settlement required the company to make sure consumers understood what they were signing up for, and to properly train and supervise its workforce
- It also had to agree to a partially suspended $22 million judgment and create a dedicated fund to provide relief for eligible consumers. • An investigation into an Internet service company that allegedly charged many consumers for high-speed service that it failed to deliver
- A settlement was reached in the lawsuit brought by the FTC and California about its practices
- The company agreed to: invest more than $50 million in high-speed Internet infrastructure
- pay more than $8 million in penalties, costs, and consumer redress
- only advertise and sell Internet service that it could actually deliver
- and let consumers with slow speeds cancel with no charges
- Before joining the FTC, Mr. Quigley worked as a litigator at a prominent law firm, where he defended corporate clients in lawsuits
- He states, “The skills I learned there gave me insights into how defense attorneys litigate a case
- Those strategies inform my work at W&L, and how we can fight arguments from opposing counsel.” Mr. Quigley has spoken on panels about cutting-edge consumer issues such as AI tools and online health privacy
