Can I take out a restraining order against a police department?
A police department has been harassing me by issuing municipal citations that are lies and harassing people I talk to in its city (Reedsburg, WI) telling them they can't talk to me because otherwise those people will be in violation of the restraining order my mom has against me. The police threaten these people and they are scared. The police don't care about the First Amendment!!! And, my sister, who also has a restraining order against me (based on lies for her & mom) calls the police if she hears someone talks to me and is going to talk to mom. My sister wants my mom's assets. The police have said I can't contact them because I was protesting their treatment of my friends. Aren't police obligated to help citizens? Can I get a restraining order against the police that will help?
