Depending on the time frame of the other 3 convictions this 4th one could be a felony, punishable by up to 5 years in prison. It's a little unclear as to what the other charge is. Providing false name/date of birth? That's a misdemeanor. Forgery? That's a felony. Your bro-in-law needs an attorney.

Depending on when he got these 4 DUI's it could be a felony. If not, he is facing a misdemeanor. If his case is currently in the Municipal Court of Atlanta he really needs to bind it over to the State Court of Fulton County. This is not hard to do, and will delay the case for 12 to 18 months.
