Does it make a difference to USCIS if I remove the instruction pages from the forms?

For example, would it matter if I removed page 2 of the G-325a?

No. You are never expected to submit Forms to USCIS with their instruction pages attached. Just the form itself, properly and completely filled out, dated an signed, with the proper fee. The G-325 must be submitted in 4 signed, duplicate originals. No fee required. (And again, you don't need to attach any "instructions" pages for any form.)
