Apply for H1B in US consulate in another country than the consulate mentioned on I-797 form, without submitting form I-894

On the I-797 form, I have listed a US consulate in Canada. Is it possible for me to apply for H1b in a country in Europe, without any additional notification of USCIS? I'm asking, because on I-797, it says "If circumstances change, the petitioner can file Form I-824 to have us notify another consulate of this approval.". But from reading around the forums, it appears OK to apply at another consulate without that notification.
