We divorced in 2008 no government assistance involved we just settled on our own but I lost my good paying job and started paying again but I owe 28000 and she wants to settle for 15000.00 can I do that

You may be eligible to do what is called a "joint stipulation for payment credit" if she is willing to settle for a certain amount. You should contact a local attorney and find out how to go about doing this. The process can take several months but would achieve your goal.
