Eviction

My parent and I live in a 2 bedroom mobile home. We temporarily let my sibling and 3 children stay with us.
There is a strict rule that In order to live in the mobile home park a person must be approved and their name on the lease which my sibling is not.
My parent refuses to kick my sibling out im thinking about either going to the park manager or moving out. If my sibling throws my stuff on the street can I have my sibling arrested?
