When is it illegal for you employer to withhold pay in Texas?

I was hired through a staffing place and signed numerous documents which I read all of and none specified having to sign a form after resigning. The only thing pertaining to that said if you quit without a one wk notice you are billed $30 from your last check. So I gave my letter of resignation on Wednesday and was supposed to be paid for the previous' weeks pay the following day. I don't have a car so my dad, who on the paperwork is an authorized individual to pick up my checks, was told they would not release my check until I signed a red form "because I resigned and was not fired." I was not made aware of this before. It is now after five, tomorrow starts a 3 day weekend and I will be missing all my bill payments for the month. Is this legal?

It depends on what all the documents you signed when you were hired said and the red form they wanted you to sign says. Without knowing that information it would be impossible to say if what they did was legal. Off hand, I do not read anything that sounds illegal. You might try to find an employment attorney in your area using the Avvo "Find a Lawyer" tool to discuss the particulars and let them see the documents.
It is not legal... if it is too late to do anything about it now, you should at least file a complaint with the State Dept of Labor hours and wages group to investigate that.
