Do i have any rights as the owner of a vehicle for a car impounded from a public street when driven under suspension

my bf was followed and detained by an officer when he approached his destination and parked on the public street in front of a friend's house. the officer knows my bf and was trying to arrest him thinking he had warrants. he did not but his dl was suspended. the officer did not contact me to obtain the car nor did he allow our friend to return it to me directly. he also was not willing to let me come and get the car. i could have walked and been there in 10 minutes. because there are issues with my bf's ex, a 911 dispatcher, & there is an issue between them & she dates an officer of the boro, officers try to pin him to the wall. the officer had no probable cause to detain him in the first place. i am terminally ill do i have any legal rights as a need for the car with limited income.

A couple of important facts here. 1. You could have been charged for letting a person with a suspended license operate your vehicle. While it is only a summary offense it does carry rather stiff fines. 2. If the officer knew him, and knew he was susoended, he had probable cause to stop and detain him. Which is, Im guessing, what the officer will testify to when called to the stand.
This is not to say your case is hopeless. Depending on the rules in your municipality, you coukd petition the Common Pleas court to have your car returned. Some jurisdictions have ordinances thst call for impounding the vehicle a suspended driver is operating, many do not. Unfortunately, while you can file the return of property petition yourself, it vastly increases your likelihood of success if you have local counsel. Your best course of action would be to consult with local counsel.

You have the right to go pay the fee of the towing company to get your car. The officer did nothing wrong here

As stated, you could have been charged with permitting violation of title, which would carry a $500 fine and court costs. The police were under no obligation to wait 10 minutes for you to walk and pickup your car. You can't let someone with a suspended license drive your car.
