In fact, sometimes close relative status may bar someone from obtaining a visitor visa, as it may be presumed the person is coming to remain in the United States with a relative, and not just as a visitor. As for your "bar on passport", I am not sure what you are asking. Was the person previously denied a visitor visa, with some sort of prohibitive stamp in the passport? Anyone approved for a visitor visa may come to the United States; nevertheless, if the visitor visa was obtained by not disclosing certain relationships to US citizens, or not providing substantial evidence the person intends to return, the visa could be revoked at the airport.
