He is currently in state prison. Can feds pick up the same case while he's serving state time on it? What if he does ALL his time in state prison on said drug charge then is released, can feds pick up case even after he served all his state time?

Yes, the feds can pick up the same case that he is doing state time for. Typically, the feds will charge a bigger conspiracy of which the state crime is one part. But even if it is identical, the feds are free to charge him again. That is not common, but it is possible and legal.

A federal crime would be different from a state crime, even if it arose out of the same incident or facts and could be subject to new charges under federal laws.
