I am a DV-2016 selectee currently living in the us on a F-1 visa. I plan on doing an AOS. I would like to know if I need to file the DS-260 form if I'm doing an AOS. The reason I'm asking is because I've gotten conflicting advice from experts and attorneys. Some advised I would not need it, and others say rules changed since 2014 and DS260 is a must. Can you please advice?

DS 260 is a form for Department State and has nothing to do with USCIS which is department of Homeland Security. DS260 is being filled for consular processing and AOS is adjusting your status while in U.S. circumventing consular processing.

Yes, that is correct. The rules for DV processing for those wishing to "adjust status" in the USA have changed since 2014 and now everyone wishing to adjust in the USA have got to file the DS-260 as well.
