Do I need to fill a DS-260 if I'm doing an AOS for DV Lottery?

I am a DV-2016 selectee currently living in the us on a F-1 visa. I plan on doing an AOS. I would like to know if I need to file the DS-260 form if I'm doing an AOS. The reason I'm asking is because I've gotten conflicting advice from experts and attorneys. Some advised I would not need it, and others say rules changed since 2014 and DS260 is a must. Can you please advice?

DS 260 is a form for Department State and has nothing to do with USCIS which is department of Homeland Security. DS260 is being filled for consular processing and AOS is adjusting your status while in U.S. circumventing consular processing.

DS 260 is not necessary to adjust status in the U.S.
