I'm an international student studying in US and I have an online business registered outside US, I want to sell online to US customers only with my mailbox but not with a physical presence in the US. If I do that, do I need to register my business in US or pay tax or what are the legal steps that I need to do to start selling in US like that?

You should be able to sell in US, depending on the product and if it meets all US labeling and importation requirements and where it is shipped from. As a F-1 student you can not be employed in US, however you can own a business, so want to structure to ensure you don't invalidate you status. Invest in consulting with an attorney experienced with international, internet and immigration law.
