Is it bigamy when someone is married in the US and married to someone else in another country?

Me and my ex-husband got divorced in CA in 2010. He has recently remarried someone else in WA, but we are still married in Brazil, where I originally come from (and we are still married in all of the Brazilian consulates in the world). I have been contacting via email and Facebook since 2012 asking him to sign a consent of validation of our divorce so I can fix our situation in Brazil, but he hasn't been cooperating.
So, I would like to know :
1) if he is in bigamy and,
2) if so, who are the authorities that I should report this to?

If you two were married in Brazil before 2010, then the 2010 CA divorce dissolved the marriage as far as the governments in the US are concerned.
Whether the Brazilian government considers the CA divorce to have dissolved the Brazilian marriage is up to the Brazilian government. However, whatever the Brazilian government decides has no legal effect on what the US governments decide.
You likely need to check with Brazilian attorneys whether your understanding of Brazilian law is in fact correct.
