I am a US citizen and my mother has pending asylum case. Can I petition her?

Hello, I am naturalized US citizen. My mother is also in the US and she has pending asylum case (Her case was referred to immigration judge and first master hearing is in February/19)
Can I petition her? Fill I-130 form? Will pending asylum case affect green card processing? What should I do with court case, should we stop asylum case as green card application will be pending?
