I'm going to assume that your friend was arrested and booked in Los Angeles County. If so, although the L.A. Sheriff's Department website will not list what the charges against him are, it will provide other information such as booking number, charge level (felony or misdemeanor), date and time he was arrested and booked, the police agency that arrested him, what jail he's housed at, bail information, court information, etc.
The L.A. Superior Court website will provide the charges if the case has been filed, but you'll have to register and pay a fee to do a search. The best way to find out what the charges are for free, is to either speak to the jailer at the jail where he's housed or to call the prosecutor's office in the jurisdiction where he was arrested during business hours. If he was arrested but his case hasn't been filed yet, the jailer can only tell you what he was arrested for. Ultimately, it's up to the prosecutor, though, to decide what (if any) charges to file.

Its unlikely, if this is a Los Angeles County case, that you will be able to find out what charges have been filed online. LASD.Org may or may not help you find the person's case if and when it's filed but that's it. We can get that information for you by contacting the District Attorney's Office in the jurisdiction where your friend was arrested. Give us a call anytime. Information on website below.
