Who is responsible for shared fence?

I am a home owner who has a fence that has to be shared by renters. This fence is legally considered to be on my property, however, the fence is in disrepair due the children that reside in the rental property. It needs to be replaced and I would like to know how to approach seeking financial recourse for the replacement, is the landlord, tenants or both responsible, and is it fair/legal to seek all or partial cost of replacement?

The simple answer is it is on your property, you own it, you repair or replace it. Sometimes the owner of the adjacent property will cooperate so as to have a more desirable appearance on their side of the property, but cannot be obligated to do so. To state it slightly differently, everything is negotiable if you can meet with and persuade the other owner how cooperation would be to his/her own benefit.
