Unfortunately, charging is a matter that is within the discretion of the District Attorney; if you met the appropriate legal requirements to be charged with felonies, then they have the authority to prosecute you for them, regardless of whether others are offered more lenient deals. Since your conviction was from 2007, it is unlikely that you can still appeal through the courts: your direct appeal rights expired about a month after your conviction, and your collateral appeal rights expired a year later. You cannot expunge felonies. In my opinion, your best bet would be to pursue a pardon. A pardon can be granted at any time, has no formal requirements, and exists outside the court system. It is granted by the governor with the advice of a board of experts. If granted, it has the effect of wiping your record clean. The application process takes a long time—years—but, if you have been crime free since your conviction, and have worked steadily toward your rehabilitation, then you might be a good candidate. Paying the remainder of your fines would make you a better candidate. I suggest that you sit down with an attorney who understands the pardon process and talk about getting the ball rolling.
