After H1B cancellation and return to home country, can I apply for an F1 for a second degree? Is OPT allowed after second MS?

I did graduate studies on F-1, got my OPT/EAD, went to work, got a H1B, then left the company and my H1B was cancelled. I left the US. I want to do a second MS. Can I apply for a new F-1? Will I get another OPT after my second MS - I used up less than 6 months of my first OPT.
