For a ten month period from June 2008 through March 2009 my wages continued to be garnished for child support of $825 per month, even though both children lived with me, until I finally took my Ex back to court and sued for legal custody. Although its been three years, can I petition the court for reimbursement for that $8,250?

no. there was a valid court order for that sum and until you changed that court order your ex had a right to collect on the same, even thought the underlying facts that supported that court order may have changed. your remedy was to have taken the matter back to court due to the change in circumstances, which you eventually did, but you are not entitled to recoup any of the funds that were collected by your ex prior to the changes you obtained in your court orders.
