I am a U.S. citizen and my boyfriend is in Mexico but has never come to the U.S. We plan on getting married in the future, I just want to finish college first. I was wondering if there was a way I can fix him papers or a visa or something so he can enter the U.S legally. I haven't really heard anyone fix papers for someone else unless if they are married and I was just wondering if it was possible.
Not really, He can apply to college here and if accepted and he can show the ability to pay, good family in Mexico, etc. then they may give him the student visa. I wouldn't mention he had a girlfriend here in the US. A company could sponsor him to come on the H2B or h2a or a J visa if he qualifies. You will need an attorney to help.
What exactly do you mean by fix papers?
He could come into the US legally a number of different ways, including getting permission to enter as a visitor, or as a student.
If you are looking for a long term LPR/Greencard Route -- You can file a fiancé visa, or wait until you get married and petition for him to enter.
I have had many clients in similar position as you and they found the fiancé visa option to be the best.
You'll want to apply for a fiancee visa. Basically, he will be admitted to enter and you'll have to get married within 90 days of his entry and then apply for his adjustment of status based on the marriage. You can visit www.uscis.gov/i-129f and find more information about the process on the right margin. Good luck!
Since he has never been to the US there are no papers he has to "fix." He needs a way to enter legally into the US so he never has unlawful presence in the first place. One way is for you to apply for a fiancé visa for him. But only do this if you plan to be married in 90 days after he enters. Another way would be for him to come as a tourist and simply visit you for a few months and then return until you two decide to get married. Another way, if he wants to go to college here is for him to apply for a student visa.
Definitely consult with an immigration attorney to see what options are best suited for him and what the terms are for each option.

Fixing papers typically refers to someone who is in the U.S. illegally and is looking for a way to legalize status. Your boyfriend is not here illegally, so he needs some sort of visa obtained at a U.S. consulate in Mexico. A border crossing card is also possible if he resides near the U.S. border with Mexico. Since you do not yet intend to marry right now, a fiance visa may not be his best choice. A visitor visa is likely what you want him to have. However, most people from Mexico cannot qualify for a visitor visa. There are a variety of other visa possibilities, such as a student visa. In most cases, the foreigner does not qualify. The end result is that you must visit your boyfriend outside the U.S. until your relationship rises to the point that you want to marry. At that time, a fiance visa will be a good choice. Below is some more information concerning B visitor visa processing if interested. Kind regards, Allan
When you are ready to get married, you can file a fiance visa. Alternatively, invite him to your graduation and let him apply for a tourist visa. Or find him a job and let the employer file a visa petition for him.
