The trash was outside for maybe an hour and they are acting rediculous trying to tell me that they can refuse to accept my rent next month because of this. They cant really do this can they?

What is in your lease? Why not pay the $25 and be done with it?

The other attorney provides pretty sound advice in this case. From these facts challenging the situation would cost more than $25 and probably create more hassle than is necessary. To answer your question: a LL's actions are mostly bound by the lease. What does the lease say? They may not refuse to accept rent for a number of reasons, unless the lease says so. A LL can charge whatever fees they would like as well if the lease and policies for the apt/condo/home allow for it. Sorry for the hassle. Good luck, Ian A.
