I-130 Question 22
Complete the information below if you’re relative is in the United States and will apply for adjustment of status.
Your relative is in the United States and will apply for adjustment of status to that of a lawful permanent resident at USCIS office in:
City: State:
I live in MN and I will send my application in Chicago, IL. So I am confuse do I need to put Chicago, IL in above section. Or Saint Paul, MN.
If your relative lives in the USA, then you would state the city and state of the USCIS office nearest to where your relative is living. In your case, it appears that it would be Saint Paul, MN.
It asks you to write the name of the USCIS office, so please put the USCIS office to which you will apply for adjustment of status. In your case, this is Chicago.
The instructions for I-130 may be helpful to you. Here is a link to the pdf for the instructions from the USCIS website: http://www.uscis.gov/files/form/i-130instr.pdf

You state the USCIS District Office that has jurisdiction over the county where the beneficiary resides not where you file. The Chicago address is only a Lockbox where all application are filed.

The St. Paul Field Office is located in Bloomington, MN. Is your relative eligible to adjust status in the United States or do they need to apply at a U.S. Embassy or Consulate? If so, you must also list the Consulate or Embassy in this section.
