Hello , My family was involved in a car wreck day before yesterday . The culprit tried to fled the scene but was apprehended later and was arrested by the police . My family car was totaled and 2 members of my family have sustained injuries and was taken to the hospital . We received the police report stating the detail of the culprit and his insurance details . What is the most effective way to proceed , should we contact the oppositions insurance company and give them details so they can provide us with a settlement quote ?

You obviously do not know how these types of claims are handled. Do not give any statement to the adverse insurance carrier. They are neither your friend nor your good neighbor. The sole goal of any insurance carrier is to pay you nothing or as little as possible on your claim.
You should obtain needed medical care and treatment immediately and follow the doctor's advice. Do not give any statement to the adverse party or insurance company nor grant them access to any medical records. Photograph the injuries and the damage done to any property.
