The HOA can paint the outside, but whether or not they can change the color is subject to judicial interpretation. The HOA cannot make substantial changes, but there is really no one definition of that term. It's not worth spending up to $100,000 fighting over color unless its a really offensive color. The exterior damage is another matter. I recommend you put them on notice by sending them a certified letter with the engineer's report. Identify your dispute and tell them what resolution you require. Add a statement that if it is not resolved your next letter will be a statutory offer of pre-suit mediation and give them a reasonable amount of time to respond (30 days unless the matter is urgent).
