C1/D visa crew member always referred to secondary for a 17 yrs old issue.

On 1997 my entry to the US have been refused under 8 cfr 217.4(b). I was entering to study without holding the proper Visa but under VWPP. On 1998 I started to work for an airline and often travel to the US from Europe with a c1/d Visa. My old visa had an annotation and I had been sent to secondary only few times in ten years. I had a new visa last month and the embassy did not put any annotation. On my first flight to the US after my finger prints check I had been sent to secondary and told that I will always be. After 17 years is there any chance to cancel or review my position?

This is a difficult issue to resolve. Typically, the first line CBP officers get a green / red light when someone is being admitted. They do not get any information about why the person is green or red. It is only upon referral to secondary that an officer will have the details. I recommend contacting an attorney at the port of entry you use most frequently to work with CBP and prepare a travel letter to help expedite your secondary.
