How do we go about collecting arrears child support from a parent in IA when we live in PA?

Our daughter's (she is now 23) biological father lives in IA. He owes over $15, 000 in child support but pays about $50 a year (if that) plus what is left of his income tax return. The local child support unit has been unable to do anything for us. The man has at least one other child support case against him. What can we do

The order can be transferred to IA for enforcement purposes. I would suggest that you speak with an attorney in the county in IA where the father lives for assistance.
