Can we acquire a liquor license without necessarily being a caterer and continually changing venues?
I have a small events company in New York City. We aren't a restaurant or a caterer and have no association with food. Thank you.

You have to inquire of the NYC Department of Consumer Affairs. Don't give a history of prior attempts. Just ask your specific question. They may direct to a different agency depending on the nature of your specific business.
