We have taken pics, have gone to hospital, have the real bugs and still collecting them and haven't called the health dept yet as we have no where to go. We are here in North Carolina on a budget as my husband works and this is the hotel that fit our budget.

You just need to speak to landlord tenant attorneys in your area. The problem with bed bugs is proving who caused them. The tenant says they are there...the landlord says the unit was clean until the tenant got there. See an attorney for steps...unfortunately a call to the health department may be necessary.
