Can one get a certificate of rehabilitation for a felony conviction where there was time spent in state prison for a non sex offense where all the terms of parole were completed?
It can be time consuming. Take a copy of your docket to an attorney for further analysis. Also have knowledge of your release date and your last day of parole.

Go see a lawyer who has experience filing for certificate of rehabilitation. If you can't afford one, the county where you were convicted is required to provide help in getting them filed through forms and through the probation department. Best of luck.
You definitely need an attorney who has experience in filing certificate of rehabilitation to do this. I also believe the probation dept is required to provide assistance if you cannot afford an attorney.
If the prosecuting attorney's office opposes it, it can be very difficult. In the absence of opposition by the prosecuting agency, assuming you meet the statutory requirements, it should be achievable.
