Your first priority needs to be the receipt of all appropriate medical care. You may or may not have a claim against the hospital but many more facts would need to known to say for sure. You can consult with an experienced medical malpractice lawyer in your area to find out.

I'll start by saying, too, that you should immediately seek proper medical attention for your kids. Now, did I see you mention that your youngest daughter is developmentally delayed? If so, you must have her evaluated by a neuropsychologist. If she is truly delayed and an expert can testify that there is a causal relationship between the prenatal and/post natal care, you might have a very good case.
I don't know the statute of limitations for infants' cases in PA, but a local med mal lawyer can help you. If you were in New York, you'd be well within the statute.
As for your infliction of emotional distress, usually there has to be a physical manifestation for it to be actionable. If you went into early labor and delivered a premie who was disabled because of the premature labor and this was proximately caused by the physician's malpractice, you would have a case in New York. A VERY difficult and expensive case to prosecute, but a case nonetheless.
I am sorry you went through this. But you cannot delay getting medical attention. Go to a new doctor, because you really need to know if anything is still wrong with you. I understand your fear, but your child needs you, and you don't want to risk that there is a serious problem going on.
Second, if your child is permanently injured in some way as a result of the treatment you experienced, then yes, you might have a medical malpractice case. The only way to be know if you have a claim is to speak with a medical malpractice lawyer to about what happened. If the lawyer believes you have a case, he will want to review your and your child's medical records. There should be no fee for this.
If your child is not getting treatment, please make sure you get help right away at a competent doctor.
