Can a US citizen enter Spain and France with a DUI misdemeanor? (for summer travel)

Don't know about Spain but the Germans can tell you how easy it is to enter France.

Problems with entry into Canada has been the primary source of inquiry from clients that have a Summary Suspension and/or DUI in their history. I have heard no issues with entry to either Spain or France with a misdemeanor offense in one's history. I do not foresee any issues traveling to either destination as long as your passport is current.

Almost certainly, but this is more of an immigration question. You may need permission from the court and/or probation to travel as well. Good luck. Jasen Nielsen
