I need help getting my electric bill down. The UI wants to shut me off

I have a very large electric bill and I have been trying to get the bill down but because it's so high I can't. I was going through some financial trouble a few years back and had to pick and choose which bill to pay. I have tried to work with the Electric Company and they are not very helpful. I realize I owe the money was doing good paying the current bill then a portion on the delinquent bill. I have tried to get a loan to pay the bill off but my credit is not good so I can't get a loan, I have don't know where to turn for help. Again I know I should have been paying the bill but they kept letting it get higher and higher to the point it will take me forever to pay it. Is there something or somewhere I can go to get a portion of this waived.

It is unlikely that there is a method for waiver of any portion of the fee you have already incurred - electricity bills are based on usage, and you have already used that service. However, if you are paying your current bill and following a payment plan, the Electric Company cannot disconnect you. You can consult with the state public utility regulatory authority regarding filing a complaint if the Electric Company is threatening you or is not working with you regarding a payment plan. According to Connecticut Consumer Rights & Obligations, you cannot be required to pay an "unreasonable" payments on past due bills. See, http://www.ct.gov/pura/cwp/view.asp?a=3352&q=405212&puraNav=| The regulatory authority's website will provide you with instructions on filing a complaint if necessary.
