When will priority date 15-NOV-13 may become current for F2A visa.

In about one to two years the number should be available.

It depends on what country you are form but you can check the visa bulletin through the department of state. It seems as if they are processing September 2013 for all countries. When will they begin processing October until the present is unknown. The best advice is to continue to check the current priority dates each month.

Unfortuantely you can't expect anything with respect to movement of priority dates. The State Department has said that the F2A category won't be moving forward anytime soon, and may move backward first.
