Parking citation

I parked in a city park in Rainier, Or. It was off of a gravel road on a gravel parking space. There were No no parking signs of any kind. It looked like a legitimate parking space and I didn't think it was illegal. The citation also said "no use permit", whatever that means. They want 50 dollars or a court appearance. I live 50 miles away in Wa. state. If I don't go to the court appearance do they put out a warrant that will come up every time a cop runs my license plate? I know these little towns consider traffic citations as a revenue source and I'm afraid if I go to court the fine will only increase. I've tried calling the municipal court there to ask about this but they don't answer the phone or return my calls. Any suggestions?

They won't put out a warrant as it is a civil infraction, but they will send it to collections and the costs sky- rocket from there. It is highly unlikely your fine will increase because you exercised your right to a hearing. Generally, in situations like this it comes down to economics. Is your time (probably a half day) and expense of traveling to OR to fight the citation? That is your own personal call. Just paying the citation is probably your least expensive option. You are correct, many time civil infractions are generally used a huge source of revenue generations for cities. With red light cameras and school zone cameras etc all just mailing out citations by the thousands account for huge income for cities.
