Neighbor's shooting lasers at our property. Is this illegal ?

We have recently installed surveillance cameras on our property line. They re not violating his privacy in any way. The neighbor is extremely angry they are there. However we were advised to get them as he has trespassed illegally several times and has gone so far as to install an illegal fence on our property. He has cost us a lot of money. 2 Years ago he destroyed our land with uncovered pile if road salt. (4 to 6 tons ). The police have not helped us. We feel that we have no rights and our peace is allowed to be destroyed. Moreover, we worry for our safety. Does he have access to high power lasers that can physically harm us, our grandchildren, our pets? My husband walked out in the driveway unaware of the lasers and now his left eye feels like it got burnt. Please help us stop this.
