If not can I get instant visa from any border (e.g Niagara falls border)? or Do i have to apply from US Canadian embassy?how long it will take? or Do I have to apply from my home country? which one is the quickest and successful way to do that?

You should contact the Canadian embassy in your country so you have the proper paperwork before you come to the US.

Check the CIC website whether you will need a tourist visa to travel to Canada. The B1/B2 visa is for entry to US at a US port of entry. It has no bearing on whether you can travel from your homeland to Canada.

That question should be directed to Citizenship and Immigration Canada (CIC) - www.cic.gc.ca. A B1/B2 visa has no bearing on whether Canada will allow you entry.
