They have treatment facilities that charge based on income

The judges will tell you there are facilities out there that offer a "sliding scale" based upon your level of income. The alternative is you can do your classes for free in jail.

The court can order you to comply and makes a valid decision that rather than using funds for alcohol those funds should be diverted toward a treatment program. This is done all the time.

This is an excellent question to ask of your attorney. You can be required to pay for certain programs, and the fees for others might be waived. However, this is something you should discuss in person with your attorney.

the simple answer is that the court can make (and usually does-and may be required to do so by statute) an assessment and completion of any treatment and/or counseling recommendations a condition of court supervision and/or probation. Failure to comply with court supervision or probation conditions has extremely (and even more costly) consequences

The courts can order you to complete treatment. If you talk to your case monitor, he or she might be able to get you into a program that has a reduced rate or help you get treatment for free. If not, the judge can always have you do the treatment for free in jail.
