You will need to serve a minimum of one-half of your sentence straight time (10 years) before you are eligible

This is a 3(g) offense (in reference to Texas Code of Criminal Procedure 42.12 (3) (g)) so you will need to serve at least 1/2 of your sentence before you are eligible for parole.

Eligible in 10 years (including any time spent in jail before sentencing.) Eligible does not mean he will get it, though.
