I don't think the answer to this question is clear. Be aware that when you stream a movie, many times a temporary file is created on your computer. That could be illegal.

Streaming involves downloading, so your premise is wrong. The law is struggling to keep up with technology in this area. At the moment there is very little liability for streaming, but the law will likely make it so eventually, so stay tuned as you would not want to be the test case on that issue.

If you're watching the movies for free on a website for Comcast, ATT or some other provider you should be fine.
