If you wish to hire a lawyer for him you certainly can do that. However, the lawyer will have to determine if any actionable event took place before he or she would take the case. As to appointed counsel, you could contract a prisoners rights advocate to see but unless he is charged with a criminal felony, he is not entitled to one at the public's expense.

Unless charged with a crime, an appointed public defender is not an option.
