Can L2 visa holder own and work in a business ?

I am on L1 visa and my wife is on L2. We are staying in USA for past few years. Meanwhile, we also got Canadian permanent resident status. We plan to permanently move to Canada next year. My wife plans to start an online business next month. Can she do it or does she need EAD before that ?

as an L-2 she is eligible for an EAD and needs to apply before engaging in any employment while in the U.S.
