Can HOA board force me to give up one of my pets per covenant limits?

The HOA in my subdivision sent letter to me ref having three pets (limit in covenant is 2). this is the 2nd letter from this Pres. of HOA (last was 5/2012) ref same issue. at that time i sent him note letting him know that i was not aware of this, however previous President(s) were aware that we had three pets and they (pres/HOA) never said a word. I received no response back from my note from 2012 requesting a meeting with this Pres. ref hopeful of resolution. my question would be; is there any precedent set by previous Presidents ignoring the limit and the no response and no action taken since last letter (over two years) to allow me to keep my pets?

Just because prior Presidents ignored the rule does not require the current President to do so. For example, if President Obama enforces a law that President Bush did not, that does not make the enforcement illegal
